Presented here are materials concerning the association formed by Shimizu’s shipping agents. In Shimizu, the number of such houses was capped at forty-two, and those not enrolled in the association were not permitted to conduct boat-borne commerce in the district. The association promulgated an article-by-article rulebook titled Agreement among Shipping Agents, which set out members’ obligations and clearly stated the basic provisions governing port operations and commercial transactions. As a primary source, this Agreement shows how order in the port was maintained through autonomous consensus and cooperative practice, thereby supporting fair dealing in the local maritime economy.
